Reproductive Health Bill

I have been going through the Reproductive Health Bill 2019 that had been sponsored recently. Though the bill have already been shelved, it left me with many questions.
The contents of the bill; does it really address who is a person? Is this child in the womb a person or a thing? From the Covid 19 pandemic that is going on and the way it hit everywhere in the world, it's clear that no one can add even a second on their lifespan, meaning that nobody of us decided to be born!!
Looking at the Bill, can we say that we are merely a result of a sexual act or union between two gametes? Are we only defined by our biological features?
Deep down we are more than this and this is what maybe the bill is not addressing.

This sounds interesting. I haven't given it a keen eye! Just heard about it in the news.

It would be interesting to look at it. Of course not much was heard since it was being looked at at the height of the pandemic!! ( In my view, it's like being sneeked in when everyone is focusing on the pandemic!)
